In-app buying gives a media buyer more inventory choices than a single network label suggests. It also hides quality differences inside publisher apps, formats, device types and placement IDs. A cheap install or registration does not confirm commercial value. Build the campaign around an approved offer and an observable event chain, test inventory in controlled cells, then judge each source by the users who reach FTD and the revenue events that follow.

Define the eligible inventory and the route to the offer

In-app inventory can arrive through SDK supply, programmatic exchanges, ad networks, mediation partners or direct publisher deals. The placement may be an interstitial, banner, rewarded unit, native placement or video. Each format changes the user’s level of attention and the chance of accidental engagement. Inventory should be eligible under the operator, affiliate programme, supply-partner and local advertising rules before a buyer considers CPM, CPC or CPI.

Do not assume that casino-adjacent inventory will deliver the best players. A game category can look relevant while its audience has weak purchasing intent, a poor legal GEO mix or a user profile outside the campaign restriction. Start with categories that your compliance review permits, but let downstream data decide. The first question is whether a placement delivers an eligible user who can complete the offer journey.

Choose CPI CPC or CPM by the event you can verify

CPM buys exposure, CPC buys a click and CPI buys an app install. None of those models makes an FTD cost predictable. Select the buying model based on the journey and the reporting you can receive. A CPI test can fit an approved casino-app route where the MMP records install, first open, registration and FTD. A CPC test can fit a landing-page route where the page bridges the user to a permitted operator. A CPM test can expose creative and placement quality before a buyer commits to a high bid.

Keep app-to-app and app-to-web funnels separate. For an app route, track impression, click, install, first open, registration, FTD and revenue where the operator returns it. For a web route, track impression, click, landing-page view, offer click, registration, FTD and revenue. Combining the two routes can make install volume hide a weak deposit rate.

Set attribution before the first impression

Use an MMP or approved measurement setup that receives stable parameters for network, campaign, creative, publisher app and placement ID. Confirm the click identifier, device attribution method, consent logic and postback events under the relevant privacy and platform rules. The event payload should let the buyer compare sources without exposing user-level personal data to an unauthorised party.

Test attribution with a controlled event. Verify that the click or install resolves to the intended campaign, that the postback returns to the source at the agreed level, and that an FTD does not appear only in a total network report. If a partner cannot provide usable source-level downstream signals, classify the campaign as an exploration test and cap the spend. A buyer cannot optimise a hidden placement from aggregate registrations.

Build a small structured placement test

Start with one eligible GEO, a defined supply set, one or two formats and a clear bid model. Give every test cell a primary change: placement group, format, creative, route or bid. Change one variable per cycle and record the result. A broad launch across dozens of uncontrolled apps produces data, but it rarely produces a usable decision.

Set a decision threshold before the bid. The threshold might include a minimum number of qualified clicks, a maximum FTD CPA, a permitted fraud rate, a minimum share of traffic from the approved GEO and a minimum registration-to-FTD rate. The exact number depends on the offer and expected player value. Define the rule before the result appears so low-cost registrations do not keep a weak source alive.

Test creative and destination fit at the same time. A payment-led message should reach a page that explains the local method and shows eligible operators. A game-led creative should not route users to an unrelated generic page. Check deep links, app-store availability, page speed, consent prompts, age gates and the first screen on common devices. A broken hand-off often appears in reports as poor traffic.

Optimise by placement ID rather than the network label

A single network can contain strong and weak publisher apps. Break performance down to the most specific level available: source ID, sub-publisher, app bundle, placement, format, operating system, device class, creative and GEO. The objective is to find patterns that repeat beyond one lucky conversion. An aggregate network dashboard can conceal a placement that produces registrations without deposits.

Stable FTDs and revenueProven source and bid levelWhitelist it, raise budget in controlled steps and watch for decay.

Whitelist placements that consistently deliver compliant traffic, stable FTD CPA and acceptable revenue quality. Blacklist sources that repeatedly miss the threshold, send traffic outside the allowed GEO or show signals of invalid activity. Keep a reason code with every decision. It lets another buyer audit the source later and avoids a whitelist built on memory.

Separate a weak offer from invalid or low quality traffic

A source that produces clicks but no registrations may have accidental taps, low-intent users, a poor ad-to-page match or a broken destination. A source that produces registrations but few FTDs may be low quality, but it can also reveal payment friction, a verification rule, bonus mismatch or a missing postback. Review the later stages before you assign the problem to the app.

Look for fraud and invalid-traffic signals with the measurement partner and the network: implausible click-to-install timing, spikes in click volume, repeated device patterns, abnormal click-to-install distributions, post-attribution fraud flags or conversions concentrated in a small set of placements. AppsFlyer distinguishes fraud blocked in real time from fraud identified after attribution. Use the relevant reports to reconcile spend with a partner. Do not assume that every weak source is fraudulent, and do not assume that every cheap registration is valid.

Frequency and timing matter too. A placement can work at one exposure level and decay after repeated impressions. A sharp change after a daypart or bid adjustment calls for a traffic-quality review, not an automatic budget increase. Segment by placement and time window before drawing a conclusion.

Raise bids only after the source passes a quality gate

Increase bids or budgets in controlled steps after a source meets the agreed FTD and revenue threshold across more than one reporting window. Watch CPM, click quality, registration-to-FTD rate, fraud signals and source mix as spend grows. A source can lose quality after it exhausts the best inventory or the delivery system expands to weaker apps.

Expand from a proven placement into related publisher apps, formats or GEOs one at a time. Carry over the tracking discipline but not the performance assumption. Each new supply group needs its own validation. In-app buying becomes manageable when each placement answers a simple question: did it deliver an eligible user who progressed to a confirmed commercial event at an acceptable cost?
